EDIT #2: Looking it up more people mentioned that you also need the app manifest as well. I never ran into this since I personally just copied my steamapp folder (manifest located here) whenever I re-imaged and re-installed. If your Steam folder is on a separate harddrive it shouldn't be affected by formatting the drive with the OS. I have multiple hard drive, when I formatted my main drive last I lost some game saves that were on there I forgot to back up so might want to double check for the ones that don't have Steam cloud. Or AC4 which does have cloud but Ubisoft decided to turn off for PC.
